Creates a configuration source chain from the supplied sections.

Sections are ordered from highest to lowest priority. A key is read from the first section that explicitly contains it; missing keys fall through to later sections and finally to constructor defaults. Null sections are ignored, which makes optional Bukkit sections convenient to compose.
